Design rule for this screen. A rural pastor standing in a damaged church parking lot must be able to report a need or offer help from his phone in under sixty seconds. Nothing on this page requires a layer, a feature service, or an acronym. Partners see their own footprint and their own permissions; the full operating picture lives in the Command view.
